March 12, 2025: District Attorney Hochman Announces Murder Charges Against Brother and Sister in Fatal Cerritos Park Shooting

If found guilty as charged, each faces life in state prison

BELLFLOWER, CA — District Attorney Nathan J. Hochman announced today that two people, a brother and sister, have been charged with murder in the shooting death of a 66-year-old businessman killed while attempting to take an afternoon walk along a bike path at a park in Cerritos.

“This was a senseless and brutal act of violence that took the life of a husband, father and businessman who simply wanted to enjoy a peaceful walk,” District Attorney Hochman said. “My sympathies go out to his family as they grieve this unimaginable loss. We will pursue justice to the fullest extent of the law to hold those responsible accountable.”

John Chong Moon (DOB 6/21/70) and Cindy Kim (DOB 3/1/67), both of La Palma, were each charged with one count of murder and one count of attempted second-degree robbery in case 25BFCF00178. Their arraignment is set for today, Dept. 4 of the Bellflower Courthouse.

If found guilty as charged, each faces life in state prison. The People have recommended bail be set at $3 million for Moon and $2 million for Kim.

On Feb. 25 at about 12:30 p.m., Cuauhtemoc Garcia was exiting his vehicle to take a walk along the Coyote Creek Bike Path, behind 13121 Briarwood Street near Don Knabe Parkin Cerritos, when the defendants allegedly tried to steal his car. When the victim did not hand over the keys, Moon and Kim allegedly shot and killed him. The Los Angeles County Sheriff’s Department was able to identity the defendants through a video taken of the siblings posted on TikTok.

The case is being prosecuted by Deputy District Attorney Craig Kleffman of LADA’s Bellflower Branch and was investigated by the Los Angeles County Sheriff’s Department.

The charges filed in this case are allegations. The defendants are presumed innocent unless and until proven guilty in a court of law.
