March 22, 2019: North Hills Man Pleads to Killing Woman, Injuring Toddler in DUI Crash

A North Hills man has pleaded guilty to killing a woman and injuring her 23-month-old daughter as she was removing the child from a car seat in her parked vehicle, the Los Angeles County District Attorney’s Office announced today.

Jose Armando Macias Jr. (dob 5/25/95) was convicted yesterday of one felony count each of gross vehicular manslaughter while intoxicated and driving under the influence of alcohol and drugs, causing injury, with an allegation of inflicting great bodily injury upon a child under the age of 5 years.

Sentencing is scheduled for April 24 in Department N of the Los Angeles County Superior Court, San Fernando Branch. The defendant is expected to be sentenced to 12 years and eight months in state prison under the terms of the negotiated plea agreement.

On the night of Nov. 26, 2017, Macias was driving under the influence of alcohol and drugs when he crashed into Ruth Chinchilla, 34, as she was getting her little girl out of a car parked in front of her home on Woodley Avenue near Parthenia Street in North Hills. Chinchilla died at the scene and the toddler suffered serious injuries.

The case was investigated by the Los Angeles Police Department, Valley Traffic Division.
