June 18, 2019: Man Charged With Carson Slaying

A man has been charged with the April kidnapping and murder of another man, the Los Angeles County District Attorney’s Office announced.

Roman Cerratos (dob 10/10/79) of Mopua, Hawaii, was charged yesterday in case YA099545 with one count each of murder, kidnapping and possession of a firearm by a felon. He also faces special allegations that he personally used a handgun and a knife during the commission of the crime.

He is scheduled to be arraigned today in Department 4 of the Los Angeles County Superior Court, Torrance Branch.

On April 16, Cerratos allegedly kidnapped, stabbed and shot Jeffrey Appel, 32. The victim was found in his car in the 400 block of East Carson Plaza Drive in Carson.

Cerratos was detained last week in Mexico and was deported to Los Angeles where he was arrested.

If convicted as charged, the defendant faces up to life in state prison.

The case remains under investigation by the Los Angeles County Sheriff’s Department.
