A 30-year-old man has been charged with the special circumstance murder of a Lancaster man shot to death during a street melee nearly four years ago, the Los Angeles County District Attorney’s Office announced.

Deputy District Attorney Jon Hatami said Cedric Carl Burton Jr. aka Dirty Devil aka Lil Ced (dob 7/8/85) faces one count of murder in case MA068747.

Burton is scheduled to be arraigned this afternoon in Department A1 of the Los Angeles County Superior Court, Antelope Valley Branch

The felony complaint filed for warrant on May 23 includes the special circumstance allegations of lying in wait to commit the murder and that the killing was carried out to further the activities of a criminal street gang.

The charges also include allegations that Burton personally discharged the handgun that killed Brandy Houston, 21.

Three other men were convicted in 2014 for their role in the same incident. Terrell Henderson, 24, Randy "Bam" Sullivan, 38, and Joshua Lockett, 23, were all found guilty of second-degree murder and are currently serving life-with-parole prison sentences.

On Nov. 29, 2012, Houston and his live-in girlfriend got into an argument and she called her sister for a ride out of the residence. Her sister instead sent her boyfriend at the time, Henderson, who arrived with Sullivan and Lockett to pick her up, according to testimony from the 2014 trial.

The three men got into an argument with the victim and a few hours later they allegedly returned with the defendant. A street brawl then ensued, involving around a dozen people, the prosecutor said.

During the fight, Burton is alleged to have walked through the crowd, go directly to Houston and shoot him 12 times, killing him, according to the prosecutor.

If Burton is convicted as charged, he faces the death penalty or life in prison without the possibility of parole. A decision on whether to seek capital punishment will be made at a later date.

The defendant was arrested yesterday as he attended a hearing on an unrelated case at the Antelope Valley courthouse. He is being held without bail.

The case is being investigated by the Los Angeles County Sheriff’s Department.
