Devallis
Rutledge advises and assists Los Angeles County District
Attorney Steve Cooley on matters involving litigation, procedure, legislation and
policy. He has significant experience serving in law enforcement as
a Santa Ana police officer, a prosecutor for the Orange County
District Attorney’s Office and a commissioner and chairman of the
Peace Officer Standards & Training (P.O.S.T.) Commission. He also
spent five years in private practice with the law firm Manning &
Marder, where he defended prosecutors, peace officers and their
agencies in federal civil rights lawsuits. Rutledge has appeared in
federal district court and argued numerous cases before the Ninth
U.S. Circuit Court of Appeals. In addition, he has successfully
briefed significant constitutional cases in the California and U.S.
Supreme Courts.
A nationally recognized expert in interrogation and
search and seizure law, Rutledge has taught criminal law and procedure to
thousands of police officers and prosecutors at numerous universities and
programs throughout the United States. Rutledge has written a dozen criminal
justice books, published more than 100 articles and 800 training bulletins, and
presented more than 900 roll-call video training programs. He received his A.B.
in philosophy from the University of California, Los Angeles, and his J.D. from
Loyola Law School, Los Angeles.
