Lisa
Kahn, forensic sciences advisor to Los Angeles County District
Attorney Steve Cooley, was the first prosecutor in California to
present DNA evidence in a criminal jury trial in 1989. Since then,
Kahn has played a central role in expanding the use of forensic DNA
evidence in California courtrooms. She is recognized nationally as a
legal expert on the use of DNA in criminal cases.
In 1994, Kahn
directed forensic testing in the case of People v. Orenthal James
Simpson. She was named supervising attorney of the Los Angeles
County District Attorney’s Forensic Sciences Section in 2000. She
wrote the Sexual Assault Victims’ DNA Bill of Rights (Penal Code
Section 680) and helped draft Proposition 69 – the DNA Fingerprint,
Unsolved Crime and Innocence Protection Act of 2004. She authored
the resolution declaring September “DNA Awareness Month” in
California and began the annual DNA Awareness Educational Forum and
Awards Luncheon in 2002.
Kahn chairs the
Countywide Criminal Justice Coordination Committee’s Proposition 69
Implementation Task Force and advocated for the creation of the Los
Angeles County District Attorney Crime Laboratory Advisory Board.
She was named one of California’s Lawyers of the Year and received
the Los Angeles Commission on Assaults Against Women’s Humanitarian
Public Service Award, Justice for Homicide Victims’ Outstanding
Prosecutor Award and the California Sexual Assault Investigators
Association’s Sustained Achievement in Forensic Science Award.
